The Water, Sanitation and ygiene Programme Manager Hygiene (WASH) Programme Manager works under the supervision of a Desk Officer in close cooperation with WASH experts and in an 8-person team. His or her mission is to develop the design, quality, adequacy and justification of Water, Sanitation and Hygiene (WASH) programmes in countries where ACF intervenes and to provide technical support to Coordinators and WASH programme managers in the field. More precisely, your role will consist in the following:
Supervise WASH Programme reporting
Validate intervention strategies drawn up by the missions
Define and ensure correct implementation of WASH programmes
Assess the working effectiveness of programmes with the help of indicators and monitoring tools
Interpret and validate technical aspects of WASH in reports and proposals
Validate methodologies used in WASH surveys, follow-up implementation
Provide technical support to the missions
Offer advice to WASH Coordinators and Programme Managers on overall WASH themes
Prepare and run training sessions
Recruit WASH Coordinators and WASH Programme Managers
Organize expatriate briefings and debriefings
Carry out field visits
In-house communication and acting as ACF’s representative
Circulate WASH reference documents and share knowledge and information with other WASH programme managers, the Pool Desk, missions, ACF-IN and ACF in-house
Actively participate in meetings of the Pool Desk and weekly technical meetings
Encourage the development of new WASH intervention methodologies
Attend and organize international technical meetings of Head Offices (ACF-IN)
Represent ACF at external meetings and activities
Support technical development in WASH: research and capitalization
Encourage WASH Coordinators and Programme Managers to undertake WASH research in the field
Collect and analyse field data; ensure capitalization by supervising the drafting of internal reports and research summaries
Ensure quality of the capitalization process: promote access, dissemination and integration with a view to enhancing the WASH focal point
Ensure follow-up of WASH technical innovations
Develop new methodologies for WASH interventions (in close cooperation with ACF-IN and other NGOs)
Build up partnerships
Follow up and monitor specific thematic files
Take responsibility for specific thematic files
Organize, attend and/or run working meetings
Draft summaries/position papers
Qualifications and previous experience:
Educated at University/School of Engineering level (hydrology, hydrogeology, hydraulics and/or environment). At least 3 years experience in humanitarian programme coordination. Across the board expertise in project cycle management; related experience of procedures involved in partnerships, closure and prolongation of WASH projects is essential. Familiarity with the countries concerned is an asset. Proven autonomy in priority management; well-established relationship skills and ability to work in a team. Fluent English is indispensable.
Status: Managerial level – CDI – Full time
Salary: Gross salary between 35 and 42,15 K€ per annum depending on qualifications and experience, 20 days RTT per annum, 8 Euros per day luncheon vouchers (ACF assumes 60% of cost), complementary health insurance (ACF assumes 80% of cost), reimbursement 50 % public transport costs.
Special Conditions: This post involves regular travel to the field in where in some cases conditions might prove less than comfortable
